Chief Investment Officer
Paula Horn is a Managing Director and the President and Chief Investment Officer for Brookfield’s Public Securities Group. In this role, she serves as an integral member of its investment and risk committees and is involved in a variety of strategic initiatives, including product development and capital raising.
Prior to joining Brookfield in 2021, Ms. Horn was the Chief Investment Officer of Ziegler Capital Management where she oversaw equity trading, fixed income and equity teams, and served as the CIO and primary portfolio manager for all marketed fixed income products. Over her career, Ms. Horn has overseen and managed long-only strategies as well as leveraged hedge funds, structured products and mutual funds. Ms. Horn has marketed to and raised capital globally from private equity and hedge fund communities as well as institutional and retail channels.
Ms. Horn holds a Master of Business Administration degree from Northwestern University and a Bachelor of Arts degree from Tufts University.
General Counsel
Brian Hurley is a Managing Partner at Brookfield and General Counsel for Brookfield’s Public Securities Group. In this role, he oversees the legal and compliance functions and is also actively involved in the Public Securities Group’s investment funds business, including product and business development.
Prior to joining Brookfield in 2010, Mr. Hurley was an attorney at Paul, Hastings LLP and a member of the Investment Management Practice Group, where he focused his practice on representing investment advisers and various investment companies.
Mr. Hurley earned a Juris Doctor degree from Columbia University and a Bachelor of Arts degree from the College of the Holy Cross.
Head of Global Distribution
Bernie Norton is a Managing Director in Brookfield’s Public Securities Group. In this role, he is responsible for leading the group’s business development efforts with institutional clients and consultants globally.
Prior to joining Brookfield in 2019, Mr. Norton was a Director of consultant relations at BMO Global Asset Management where he was responsible for cultivating relationships with investment consultants.
Mr. Norton holds a Bachelor of Science degree from Washington and Lee University.
Deputy General Counsel
Elizabeth Nelson is a Managing Director and Deputy General Counsel for Brookfield’s Public Securities Group. In this role, she oversees the legal and compliance functions for the investment advisory business, including institutional and retail separately managed accounts, registered and unregistered funds and general corporate governance.
Prior to joining Brookfield in 2022, Ms. Nelson served as Assistant General Counsel at Invesco Ltd.
Ms. Nelson holds a Juris Doctor degree from the University of Illinois College of Law and a Bachelor of Science degree from the University of Illinois at Urbana-Champaign.
Human Resources
Monica Dallio is a Director in the Public Securities Group’s Human Resources department. In this role, her responsibilities include supporting employees and leadership in the various disciplines of human resources including talent acquisition, training and development, employee relations, compensation, and employee engagement.
Prior to joining the firm in 2017, Ms. Dallio worked for William Blair where she supported 425 employees across five departments. Prior to William Blair, Ms. Dallio worked for the Federal Reserve Bank of Chicago in their Supervision and Regulation Department initially specializing in performance management and compensation and ultimately managing a team.
Ms. Dallio holds a Master of Arts degree in Industrial Organizational Psychology and is a 2017 Core Essentials Program (CEP) Coach U graduate.
